rills represent key
opportunities to test what is stated in the Early Action Plans, especially considering the short lead times (action windows) on hydrometeorological hazards.
For instance, between October and November 2023, the Argentine Red Cross mobilized its teams to the provinces of Chaco and Santa Fe to carry out a drill of the Early Action Plan (EAP) on floods' activation.
Among the anticipatory actions prioritized in the EAP, the distribution of humanitarian aid kits and awareness campaigns are included.
Eighty families from the coastal community, volunteers from the National Society, and personnel from the municipality of Barranquera participated in the drill.
The exercise tested the protocol for the EAP activation mechanism, operational procedures for the kits' distribution, and local capacity building.
In a country with such a large territory, as well as its cultural and social diversity, the first people to promote anticipatory actions will be the volunteers located in potential EAP intervention areas. This is why their capacity building is crucial for an efficient activation.
The drill highlighted the importance of advocating on the relevance of the impact that anticipatory actions can have to save lives and livelihoods.
