WHAT HAPPENED:

) On 21 June 2013, XXX was in ballast on a voyage from Morocco to Ventspils, Latvia. At 1800 the Third
Officer (3/O), who was the assigned OOW for the 1800 to 2400 watch, relieved the Second Officer. Due to the
poor visibility, which the Master and 3/O reported was 200 meters or less, the Master and duty AB were also
on the bridge. The reported course was 060° T. The speed over ground was approximately 15.5 knots. The
