Central Bayside System Improvement Project (CBSIP)
This project contains critical collection system assets that serve neighborhoods
spanning from the Marina to Bayview.
Currently, 64% of the Bayside stormwater runoff
and wastewater from homes and businesses is
transported to the SEP via a pressurized pipe, called
the Channel Force Main. This force main must
always be working for the Bayside System to operate
without disruption of service to the community. The
2.3-mile long force main was built in 1976 and is
a single pipe, that runs through bay mud and fill
with no backup (redundancy), in case of failure or
maintenance needs. Another concern is that the
force main was not built to current seismic standards
and has suffered several failures since the 1989 Loma
Prieta earthquake.
The CBSIP team completed 35% Design in 2018 for
a proposed tunnel project to provide reliable gravity
conveyance (instead of the pressurized pipe). The
proposed tunnel would also provide operational
flexibility by increasing system storage. Currently, the
project is only funded for planning, and preliminary
design. The Commission will consider if the project
will move forward into design and construction in
2019.
