MESSAGE FROM THE PROGRAM ADMINISTRATOR
The Los Angeles Regional Contractor Development and Bonding Program ( CDABP ) continues to be a “ win-win ” for government agencies and the general public .
By enabling more small local contractors to bid on public works projects , the CDABP creates a larger pool of competing firms , which encourages greater creativity and innovation and leads to lower contract costs , thereby saving taxpayers significant money . The CDABP also helps create more job opportunities within local communities , fostering more robust local economies – with the multiplicative impact of contracting dollars staying local .
These beneficial outcomes are what Merriwether & Williams Insurance Services ( MWIS ), a Hub International Company , has continued to provide via the CDABP for the City of Los Angeles , Los Angeles Metro , and the County of Los Angeles .

Throughout the second half of 2024 , the CDABP held outreach workshops with the offices of L . A . County Supervisor Hilda Solis , as well as L . A . City Councilmembers Paul Krekorian , Eunisses Hernandez , and Tim McOsker – all of which are summarized herein .
Our team also assisted Los Angeles World Airports ( LAWA ) on a contractor outreach event - the Multiple Award Task Order Contract ( MATOC ) construction industry opportunity forum - which drew representatives from a variety of construction firms to Los Angeles Southwest College , near LAX . Attendees learned about the upcoming construction / design build MATOC request for proposals ( RFP ). The procurement provides LAWA with an opportunity to contract up to $ 2.5 billion for construction and design build services for airfield , terminal , and landside projects .
Contractors who participate in the CDABP are committed to building their businesses ’ capacities and winning contracts with government agencies . William D . Jackson , president of Global Electric , a provider of complex electrical solutions , enrolled in the CDABP in 2020 . Our staff has assisted Global Electric to increase its bonding capacity from an initial $ 1 million to now $ 7.5 million single occurrence and $ 15 million aggregate .
