chemicals to ensure comprehensive regulatory coverage .
The final phase will require the registration of chemicals manufactured or imported in smaller quantities of 1-100 tonnes / year . This will ensure that even lowvolume chemicals are assessed and managed for safety .
This phased approach provides companies with the flexibility to meet compliance requirements in a phased manner , addressing high-risk and high-volume substances first . It also underscores Ukraine ’ s commitment to ensuring chemical safety while fostering an environment conducive to trade and industrial growth .
Registration under UA REACH
All substances manufactured or imported into Ukraine in quantities of ≥1 tonne / year , whether on their own or as part of a mixture , must be preregistered and registered under UA REACH by the applicable deadlines . The pre-registration period is expected to be one year , starting from the entry into force of the regulation on 26 January 2025 and ending on 26 January 2026 .
Substances placed on the Ukrainian market for the first time after the pre-registration phase but before the applicable registration deadline may be subject to late pre-registration .
This must be completed within six months of the first production or import of the substance .
Following the pre-registration period , a comprehensive list of existing chemical substances for which registrants have successfully pre-registered will be published on the official website by 26 February 2026 , within one month of the preregistration deadline .
UA REACH is expected to offer a simplified registration process for chemicals that have already been registered under EU REACH . This streamlined approach is designed to reduce administrative burdens and facilitate compliance for companies operating in both the EU and Ukraine .
To qualify for this procedure , the chemical must have an existing EU- REACH registration and registrants must adhere to the joint data submission as outlined in the UA REACH framework . Applicants will be required to submit a technical dossier , a copy of the CSR originally submitted for the EU registration , and evidence of registration via the European Chemicals Agency ’ s ( ECHA ) REACH – IT system .
Although direct transfer of data from ECHA ’ s databases to Ukraine ’ s Chemical Safety Information System is not currently possible , the simplified procedure allows the use of European CSRs , reduces registration fees and expedites application processing .
In addition , if Ukraine adopts the IUCLID 6 software , European registration dossiers can be used directly for submissions in Ukraine . The Ministry of Environmental Protection is actively working with ECHA to enable data integration and plans to amend UA REACH regulations as progress is made in this direction .
Compliance & categorisation standards
To comply with UA REACH , companies must follow a structured procedure for classifying and categorising chemicals . This process includes the submission of a technical dossier , facilitated through the Ukrainian DIIA portal or EcoSystem service , which allows for electronic documentation .
Key elements of the dossier include the chemical name according to IUPAC standards , the CAS number , restrictions on use and additional information on nanomaterials if applicable . For higher-risk substances , companies must detail hazard control measures , further enhancing transparency and safety throughout the supply chain .
