4 Southern Ulster Times, Wednesday, August 28, 2019 Marlborough women charged in heroin death Members of the Ulster Regional Gane Enforcement Narcotics Team (U.R.G.E.N.T.) report the arrest of a Marlborough woman following a long-term investigation into the sales of heroin and cocaine in the Marlborough area. Following the death of Celina Maldonado, 24, of Plattekill in May of 2018 from a heroin overdose, URGENT developed information suggesting the heroin Ms. Maldonado overdosed on contained Fentanyl and was purchased from Monique S. Dibble, 33, of Marlboro. An investigation was begun and over the next several months, attempts were made to infiltrate her narcotics sales network. Beginning in early 2019, URGENT, with assistance from the New York State Police, began periodically purchasing heroin and cocaine from Dibble, with the final purchase conducted recently. In at least three instances, the heroin purchased also contained Fentanyl, based on preliminary field testing. During this time, URGENT was also able to obtain evidence directly linking Dibble to the sale of the heroin Maldonado overdosed and died from. On August Dibble was taken into custody and charged with the felony of Criminally Negligent Homicide, as well as several felony counts of Criminal Sale of a Controlled Substance in the Third Degree and Criminal Possession of a Controlled Substance in the Third Degree. She was arraigned in the Town of Marlborough Court and remanded to the Ulster County Jail in lieu of $50,000 cash bail or $100,000 secured bond pending further proceedings. This is the first case in Ulster County where an alleged drug dealer has been charged with a homicide offense resulting from the overdose death of someone they allegedly sold drugs to. URGENT was assisted by the New York State Police Violent Gang and Narcotics Enforcement Team. The investigation is continuing and additional charges may be filed. The following agencies have members assigned to URGENT: Ulster County Sheriff’s Office, Ulster County District Attorney’s Office, Ulster County Probation, Town of Plattekill Police, Village of Ellenville Police, Town of Shandaken Police and the United States Department of Homeland Security Investigations. Lloyd awards water infrastructure project By MARK REYNOLDS [email protected] Last week at a special meeting, the Lloyd Town Board awarded a construction project, known as the Church Street Water Improvements, to Green Meadows Enterprises in the amount of $305,650. The project consists of replacing a water main along Church Street and a portion of Grove Street after it was determined that the water distribution in this area was in poor condition. A new water main will improve water quality, available fire flow and ensure the reliability of the overall system. In the resolution, the Town Board stated that this is a, “replacement in kind project consisting of a repair and/or replacement in kind on the same site, which did not exceed the threshold of Sec. 617.12 of 6NYCRR part 617 [State Environmental Quality Review] and no further environmental proceedings are necessary.” CPL Architects, Engineers, Landscape Architect and Surveyor, who prepared and sent out the bid documents on behalf of the town, will oversee and inspect the construction for compliance with the contract documents. The project will be funded from the Water District 2018 and 2019 annual budget line item [303730.60] and any remainder will be paid from the town’s un-expended fund balance. The Town Board’s vote to award the project to Green Meadows Enterprises was unanimous, with all members in attendance. The project is expected to be completed this fall. Ulster breaks down on new training center Ulster County Executive Pat Ryan, members of the Ulster County Legislature, members of organized labor, and representatives of the volunteer firefighter community last week broke ground on the new Public Safety Training Center on Ulster Landing Road in the Town of Ulster. This ground breaking signifies the start of construction of the new three-story concrete building that will house the state- of-the-art burn facility. The Public Safety Training Center will also provide additional hands-on training equipment that has previously been unavailable within Ulster County which have led to local volunteers having to travel to other facilities throughout New York State. It will also be available to other first responders and law enforcement personnel for training on a growing range of emergency scenarios that they confront in the line of duty. Building contractors from Profex and members of several unions involved with the facilitation of the project were in attendance, including Carpenters Local 279, Hudson Valley Building Trades Council, and Laborers’ Local 17. Ulster County Director of Emergency Services, Steve Peterson, Fire Coordinators, members of the Ulster County Fire Advisory Board and Ulster County Fire Chiefs Association were also in attendance. “Ulster County’s firefighters and first responders risk their lives to protect the lives of others,” said County Executive Ryan. “Thanks to the hard work of our partners in organized labor, I am proud that we have taken that next step towards providing our courageous local firefighters with essential services and resources that will help them get the proper training to perform their duties safely and better serve all of Ulster County residents.” “I am thrilled that we are one step closer to The Public Safety Training Center becoming a reality. This project has been a long time coming and is critically important. P olice B lotter Town of Lloyd Vaselj Ljuljdjuraj, 52, of Highland, was arrested Aug. 25 and charged with felony Driving While Intoxicated, felony Aggravated Unlicensed Operation 1st degree and Operate without an Interlock Device after the vehicle he was operating was stopped for traffic violations on White St. in Highland. Ljuljdjuraj was arraigned before Town of Lloyd Judge Elia and remanded to the Ulster County Jail without bail and is due back in Town Court Aug. 29. Tracy L. Dumont, 51, of Marlboro, was arrested Aug. 26 and charged with felony Driving While Ability Impaired by Drugs and 2 counts of Criminal Possession of a Controlled Substance 7th degree after the vehicle she was operating was stopped for traffic violations on Rte. 9W in Highland. Dumont was released on an appearance ticket and is due in Town Court Sept. 19. Gregory A. Hice, 62, of Highland, was arrested Aug. 24 and charged with Driving While Intoxicated after the vehicle he was operating was stopped for traffic violations on Grand St. in Highland. Hice was arraigned before Town of Lloyd Judge Elia and was released. He is due back in Town Court Sept. 19. Kerry M. Keeler, 53, of Highland, was arrested Aug. 21 and charged with felony Driving While Intoxicated and felony Aggravated Unlicensed Operation 1st degree after the vehicle he was operating was stopped for traffic violations on Rte. 9W in Highland. Keeler was arraigned before Town of Lloyd Judge Elia and released. He is due back in Town Court Sept. 5. Michael J. Perkowski, 26, of Marlboro, was arrested Aug. 21 and charged with Assault 3rd degree, Criminal Mischief 4th degree and Criminal Obstruction of Breathing or Blood Circulation after he was involved in a domestic dispute. He was arraigned before Town of Lloyd Judge Elia and released. He was due back in Town Court Aug 27. Cora J. Morton, 40, of Poughkeepsie, was arrested Aug. 22 and charged with Petit Larceny. She is accused of stealing approximately $516 worth of merchandise from the Hannaford Store in Highland. She was released on an appearance ticket and is due in Town Court Sept. 3. Ulster County Sheriff Deputies from the Ulster County Sheriff’s Office report the arrest of a 28 year old Gardiner man for the violation of Harassment in the Second Degree. On August 21, 2019 at about 9:50 a.m., deputies responded to a 911 call for a domestic dispute at a residence in the Town of Gardiner. The resulting investigation alleged the man struck the victim in the face and pushed the victim’s face into the ground. The man was arraigned in the Town of Gardiner Court and released to reappear on a later date. An Order of Protection was issued on behalf of the victim. Deputies were assisted at the scene by the Town of Shawangunk Police Department.
