Innovation, and then a committee of parents,
students, staff, and community members met over
the course of three months to develop a draft
proposal. The proposal was then published on
the district’s website for 30 days to collect public
input and a final plan was submitted to the Texas
Education Agency.
Assistant Superintendent of Student Engagement
and Support Dr. Tamy Smalskas explains that the
District of Innovation designation maintains the
high standards Sherman families are accustomed
to while expanding the ability to deliver quality
instruction. “The district must still meet state
curriculum and graduation requirements, and
academic and financial accountability ratings,”
Smalskas said. “The designation maximizes our
local control and gives us more opportunity to

enrich education.”
As a District of Innovation, Sherman will have
greater flexibility and local control over five areas:
• SCHOOL START DATE
• LENGTH OF SCHOOL DAY
• ELEMENTARY CLASS SIZES
• TEACHER CERTIFICATION FOR HARD-TO-
FILL DISCIPLINES, AND
• IMPLEMENTATION OF THE 90 PERCENT
ATTENDANCE RULE
The district’s plan keeps student needs as the
driving force behind decision-making in the five
identified areas. For example, the district now has
the flexibility to allow a student’s demonstration of
mastering content to serve as the deciding factor
for receiving course credit rather than whether the
student was in attendance 90 percent of the time.
Because we know not all school districts are
