Lt Gen ( Ret ) Ippokratis Daskalakis

Lieutenant General ( ret ) Ippokratis Daskalakis graduated from the Hellenic Military Academy ( 1983 ) and he was commissioned as Second Lieutenant in Artillery . He was serving in different Field and Air-Defense Artillery Units and he was attending all Courses as provided to his rank . He trained in the Air Defense HAWK System in Fort Bliss , USA and in the Strategic Intelligence Course in Defense Intelligence Agency in Washington , DC . His international tour includes 3 years in AFSOUTH , Section Chief in J2 and 3 years in SHAPE , Branch Director in Military Cooperation Division . In May 2011 he took over the Command of NATO MISSILE FIRING INSTALLATIONS ( NAMFI ) until April 2013 when he was retired . He graduated from the School of the Int ' l and European Studies of “ Panteio ” University . He holds a “ Master ” Degree in the same University concerning Int ' l Relations and Strategic Studies . In June 2020 , he received PhD in the Int ' l Relations . He is member of the Hellenic Institute for Strategic Studies holding the task of Director of Studies .

Some 37 % of the world ' s population lives within 100 km of the coast , at a population density twice the global average . Findings suggest a significant relationship between maritime dependency and gross domestic product ( GDP ) . There are three groups of activities related to the Blue Economy : 1 . Harvesting of living resources 2 . Extraction of non-living resources 3 . Maritime trade and commerce Security Risks in Oceans : Piracy and armed robbery , Terrorism , Smuggling and drug trafficking , Unsafe migration at sea , Port security , War / Warlike Risks , Cyber Security , Environmental accidents .
MARITIME SECURITY : Maritime Security is an umbrella term informed to classify issues in the maritime domain that are often related to national security , marine environment , economic development and human security . Maritime security is often transnational and goes beyond the maritime domain itself .
BASIC POINTS OF INTERNATIONAL LAWS : Maritime security is facilitated at sea and in ports by several international regulations and codes from the INTERNATIONAL MARITIME ORGANISATION ( IMO ). The primary Code is the INTERNATIONAL SHIP and PORT FACILITY SECURITY CODE ( 2004 ). The UN CONVENTION OF THE LAWS IN SEA ( UNCLOS ) ( 1984 ) gives a general framework to many issues . BASIC POINT OF INTERNATIONAL REGULATIONS : Since 2008 , the UN Security Council edited some Resolutions concerning the specific Somali Piracy case ( f . e . the 1846th / 2008 and the 1918th / 2010 ). Those resolutions were ratified , but despite ratification , few countries have applied that resolution in their domestic law . In 2011 , NATO put the maritime security issue in its Alliance Maritime Strategy objectives . ENSURING SECURITY FOR BLUE ECONOMY should be based on : International Law and Rules , State , Interactions / Conflicts , Criminal-terrorist activities , Private sectors interests , Population welfare , Environment issues , Financial impact .
