ach year, the Language Access Ordinance (LAO)
Summary Report provides San Francisco’s policy
makers with a picture of how City departments
are doing overall in meeting the requirements of the
LAO. The data collected provides both policy makers
and department heads with a picture of their successes,
as well as barriers they face. These reports also identify
improvements to how departments serve Limited English
Proficient (LEP) communities.
OCEIA uses this annual data to help shape the services
it provides to City departments. By analyzing citywide
trends, OCEIA can make recommendations about
changes to policies and procedures. After reviewing
department specific data, OCEIA can develop new
trainings and tools to help departments improve their
language services.

This year’s data demonstrates that the City is meeting its
language access requirements. However, further analysis
reveals some concerning trends. There has been a decline
in the number of LEP interactions across the City. As a
percentage of overall client interactions, LEP interactions
have also sharply declined. There could be numerous factors
impacting these reductions, including poor in-language
outreach, inconsistent data collection methodologies, lack
