Performance information Goal 5: Human capital development in local government This goal encapsulates the various policy, strategy and support initiatives that are required to establish a comprehensive human resource management and development (HRM&D) dispensation for local government. It also focuses specifically on labour relations as a key factor of productivity and services delivery. The goal places particular emphasis on achieving HRM&D stability and growth in the sector and supporting skills development and optimal human resourcing for local government. • SALGA’s role is to ensure the effective and efficient functioning of municipalities in terms of human capital management, development, and organisational systems through sustaining an environment of labour peace and stability. • • • • • • • • Clarify the rights and obligations of each of the parties; Acknowledge and reward excellent performance; Professionalise and encourage excellence in local government; Enhance performance; Facilitate a process to define service standards in local government; Strengthen processes and initiatives that prevent and combat corruption; Facilitate social dialogue among the partners; Help our municipalities rise to the challenge of treating citizens with dignity and meeting their expectations and demands equitably and fairly; and Ensure effective, efficient and responsive municipalities.to define service standards in local government. This role is discharged through the provision of advisory, support and knowledge management services on one hand and as an employer representative on the other. The activities in goal five addressed the following SALGA mandates: • • • • • Lobby, advocate and represent; Employer body; Capacity building; Support and advice; and Knowledge and information sharing. SALGA, IMATU, and SAMWU sign the service charter Establishment of the municipal leadership competency assessment centre (MLCAC) Highlights of performance Local government service charter The local government service charter was concluded and signed at the signing ceremony held in November 2016 at the SALGA national conference. The charter is a commitment between SALGA, IMATU and SAMWU that seeks to: • • Improve service delivery programmes; Reinforce the partners’ commitment to service delivery improvement for the benefit of all citizens; 99 The municipal leadership competency assessment centre (MLCAC) was established through the SALGA centre for leadership and governance (SCLG). It offers a tailored competency assessment platform catering to the needs of the local government sector. Apart from the competency assessments provided, the SCLG also provides a range of tailored professional services in the domain of talent management. A pilot run was conducted on 17-19 January 2017 to establish the validity of the complexity of the simulations and appropriateness of the process. The first beneficiary of this service was the Pixley Ka Seme District municipality where three candidates were assessed on 6 March 2017. SALGA ANNUAL REPORT 2016/17
