Performance information
SALGA recognises that there are numerous key
players in local government and that it cannot
achieve its goals alone. However, through delivery
of its mandate, working intergovernmental
relations, and dynamic partnership, SALGA
championed these goals.
The goals have been developed in alignment and
response to a multiplicity of factors including:

Member and sector needs;
Legislation and policy impacting on
local government;
SALGA’s organisational policies and
mandates;
Partner and stakeholder support
programmes; and
International best practice.
As organised local government, SALGA
champions these goals through a structured
process of fulfillment of mandates.
In addition to the goals, cross-cutting, priority
programmes have been identified. These focus
on critical impediments that impact on the
ability of local government to move forward. The
priority programmes are an integral part of the
strategy, but have been highlighted due to the
potential impact they could have on overhauling
the sector toward the realisation of developmental
local government.
Performance information is key to effective
management
planning,
budgeting,
implementation, monitoring and evaluation and
reporting. Performance information indicates
how well SALGA is meeting its goals and
objectives, and which policies and processes are
working.
Public Finance Management Act (PFMA)
stipulates that an annual report is a critical
tool for public entities to report against the
performance targets and budget outlined in the
annual performance plan.
In 2014, SALGA agreed that significant strides
have unquestionably been made in improving
local government. It further resolved that the
organisation should start working on bringing
greater focus to SALGA’s programme of action, by
having fewer and more impactful and outcomes
based indicators, as well as institutionalising
the multi-disciplinary planning and delivery
approach within SALGA and its partners.
