Human resource management As illustrated in the table above, 55 employees were on-boarded into the organisation with 33 of these new employees on permanent contracts of employment and 2 employees on fixed term contract of employment and 20 temporary employees. This figure is lower than the figure of 8.92 percent recorded for the same period last year. This is an indication that SALGA is becoming a stable employer. Human Resources continues to do exit interviews and feeds valid responses back to the relevant line managers. For the financial year under review, a total of 33 resignations were recorded. SALGA primarily renders support and advisory services to municipalities, which invariably exposes the organisation’s skilled staff to being recruited by bigger municipalities (metros) and often the organisation is unable to always compete. Vacancy Rate The vacancy rate as at 31 March 2017 is 12.5 percent as depicted on the table below. The filling of vacancies is, inter alia, informed by organisational priorities and budget availability. At current funding levels the organisation is unable to fully fund its total establishment. During the 4th quarter the organisation placed a moratorium on the filling of vacancies due to the organisational redesign that is underway to align the organisational structure with its new strategy 2017 – 2022 that was approved by National Conference on 29 November to 1 December 2016. The object of organisational redesign is to ensure optimum execution of the 2017-2022 strategic plan. As a result of the moratorium, it is was anticipated that the vacancy rate for the 2016/17 financial year is higher than the 7.05 percent vacancy rate for the 2015/16 financial year.
