STRATEGIC OVERVIEW
Introduction
SALGA was established in 1996 as a voluntary body representing all the municipalities of the country and its nine provincial local government associations. The Minister of Constitutional Development( now known as the Minister of Cooperative Governance and Traditional Affairs( CoGTA)) recognised SALGA as the national organisation representing local government from January 1997.
SALGA is registered as a public entity listed under Schedule 3A of the Public Finance Management Act and is funded through a combination of sources. These include a national government grant, membership levies from municipalities, and project-specific funds from the international community. At its founding, SALGA elected to operate as a unitary structure governed in terms of its constitution.
In its vision, mission and values, SALGA has set out its role to represent, promote and protect the interests of local governments and to raise the profile of local government, amongst other objectives.

SALGA accounts to its members in terms of its constitution( as amended in 2016) with a governance framework regulating its structures and mandating processes. The organisation has a national executive committee comprised of elected councillors( primarily mayors and office bearers in municipalities) that is responsible for the affairs of the organisation between national conferences and members’ assemblies. National conference and members assemblies are the highest and second highest decision-making bodies of the association respectively. SALGA’ s administration is headed by a Chief Executive Officer.
