Executive summary of this process was the establishment of smooth, well-functioning structures whose leadership will drive the new strategic plan over the next five years to 2022. Mandate 4: Support and advice SALGA’s fourth mandate involves providing support and advice to members on a range of issues to assist effective execution of their municipal mandate. In respect of the fourth SALGA mandate, areas of the professionalisation framework were implemented and monitored in the following pillars: • • • • Service orientation; Leadership and management. SALGA established the municipal leadership and competency assessment centre using a combination of standards to offer a robust assessment; Technical. A report into the state of human resource management and development report of all municipalities was developed; Institutional. Profiling outcomes and information was collected and analysed, from which two types of plans were developed. The emerging three year trend of local government audit outcomes, as at 15 February 2017, is that although there has been steady progress in improving audit outcomes over the years, many municipalities have not been able to maintain the improvements made in prior years and a large number of regressions have occurred in the 15/16 financial year. This indicates that the sustainability and maintenance of audit improvements needs a special focus if the picture of audit outcomes wants to be positive. There is also a sharp increase in audits not finalised by the legislated date, 30 November, which is largely due to the late submission of annual financial statements and delays as a result of differences/ disagreements with the office of the Auditor-General.
