Commonwealth Local Government Forum( CLGF)
Since 2014, SALGA, in partnership with the Commonwealth local government forum( CLGF) has implemented a 3-year programme to strengthen LED capacity in South Africa. The programme aims to enhance individual and institutional capacity to successfully facilitate sustainable local economies through various tools including the small town regeneration model, and the professional development programme for economic development practitioners. The programme is worth R1 050 000.. In collaboration with GIZ and the Department of Public Service and Administration and National Treasury, SALGA has been co-implementing the governance support programme since 2013. The programme provides technical, policy and process advice to support the South African government in redressing systemic challenges in public service provision. Such challenges relate to the social infrastructure and basic social services, as well as administrative services. Functioning structures and processes are being developed, together with the relevant technical and management skills. Improvements are being made to the cooperation between, and coordination of partner organisations at national, provincial and local levels.
Federation of Canadian Municipalities( FCM)
In December 2016, the Federation of Canadian Municipalities( FCM) in partnership with SALGA launched the building inclusive green municipalities( BIGM) programme worth R58 501 500 to be implemented over a 52-month period.
The goal of BIGM is to strengthen the capacity of the South African municipal sector to effectively contribute to South Africa’ s priorities for advancing democracy and economic growth by reducing poverty and improving climate change mitigation and adaptation in targeted municipalities of the Eastern Cape.
More specifically, the programme pilots local economic development initiatives in six Eastern Cape municipalities to promote job creation, poverty reduction, and enhanced well-being, while empowering women, youth and vulnerable groups, and ensuring their inclusion as decision makers and beneficiaries.
Partnership to facilitate access to climate finance
Through the Local Government Climate Change Champions Committee, SALGA, entered into a partnership agreement in May 2016 with the R20 regions for climate action. The R20 is a global foundation founded by Governor Arnold Schwarzenegger of the USA, committed under the UNFCCC to aid the implementation of the Paris Agreement in cities and regions.
Through the R20 / SALGA collaboration, 34 municipal climate change response projects were identified in 16 municipalities following a call for proposals from municipalities.
The objective of the R20 is to identify climate response projects at city level, provide finance for feasibility studies and implementation support, and link cities to other finance opportunities.
SALGA signed an MoU with R20 Regions for Climate Change Action
Partnership on water technology and innovations
SALGA signed an MoU with the Dutch Embassy to enhance SALGA’ s water and sanitation technology and innovation in municipalities. This programme is worth R1 750 150.
This will endeavour to facilitate knowledge sharing of different technologies and innovations, and the establishment of technology and innovation platforms. It includes harnessing expertise and knowledge from the centre of expertise, forging partnership with strategic partners such as the Water Research Commission, Department of Science and Technology and its entities. In the year under review, six technology and innovation platforms with clearly defined objectives were started.
