Municipal briefs are written up to provide a snap shot analysis of key findings from the municipal barometer. • SALGA has a network of data partners from which it accesses the data on behalf of the sector. Technology and content improvements The municipal barometer has been upgraded with more user-friendly features and functionalities including the databank, benchmarking tool and municipal automated reports. The databank: • The databank houses data across a number of thematic indicators, including demographic trends, good governance, municipal finances, access to basic services, and access to social services, economic growth and development. The data is currently disaggregated to municipal level and consists of close to a million sub-indicators. • Modelled data has been uploaded on the portal to eliminate data gaps. The following thematic indicators have been updated with modelled data: demographic trends, economic growth and development, access to services and access to social services, and municipal finances. Data from 1996 to 2016 is now available. The benchmarking tool: • Compares municipalities’ past perfor- mance against each individual municipal performance focus area. It also compares municipalities’ performance against each other. Data from 2011 to 2015 is available. The geographical comparison allows the presentation of data from a spatial point of view. Automated municipal reports: • The fact sheets provide a summarised analysis of key indicators from the municipal barometer datasets. Each fact sheet provides a graphic depiction of demographic trends, access to services, access to social services and economic performance of all municipalities. 131 • Municipal technical reports provide technical analysis of the benchmarking results and how each municipality has performed across the four mandate indicators (service delivery, human resources, integrated development planning and municipal finances) currently measured by the benchmarking tool. Legislation report consolidates the local government legislative framework in line with the four mandate areas: municipal finance, human resource, access to service delivery and planning. Municipal ICT A training programme for the Information Systems auditors of the Auditor-General was designed. The training took place on 23 June 2016 at the AGSA offices. Engagements were held with various stakeholders with the view of developing partnerships on technological solutions that can assist municipalities to optimise and modernise their operations and functions. Research SALGA’s mandate of supporting local government in the intergovernmental relations system requires high quality and methodologically sound research. Research is key in enabling SALGA to provide informed support and advice to municipalities, while also ensuring evidence based recommendations to actively influence the policy arena and debate on behalf of local government. One of the key highlights was the launch of the research centre in partnership with the University of Johannesburg (UJ). Given the aims and objectives of both SALGA and UJ, a common area of potential research excellence was identified that required the establishment of a new research centre. A SALGA endorsed research centre provides an innovative and cost effective way of ensuring methodologically robust, peer accepted and policy relevant research outputs. The public and environmental economics research centre (PEERC) was launched on 28 March 2017 at UJ’s Kingsway campus. SALGA ANNUAL REPORT 2016/17
