Mason stated that a High-Injury Network ( HIN ) is a network of streets and roadways within a city or region where a high concentration of severe and fatal injury crashes occurs . Arlington has two High-Injury Networks for Safe Streets Arlington : Vehicle & Motorcycle HIN and Bicycle & Pedestrian HIN .
Next , Mason reviewed the HIN data . The project team researched crashes from 2018-2022 . During that time , fatal injuries , suspected severe injuries , suspected minor injuries and crashes were studied . For the total network , there were 4,004 KAB crashes ( 313 Bicycle and Pedestrian KAB crashes ). The roadway being studied does not include TxDOT highways and frontage roads ( IH-30 , IH-20 , US 360 , or US 287 ), but it does include City facilities and TxDOT arterials .
Mason pointed out that the factors to consider as to which corridors are the highest priority include disadvantaged areas , proximity to schools , number of fatal and severe crashes , and land use .
He also reviewed the safety dashboard which will allow stakeholders , city staT , and the public to view the high-injury networks and the interactive crash map showing the crash history for the city of Arlington . City staT will use this as a tool to update the Safety Action Plan . New crash data will be added to track hotspots in the city . Data available on the dashboard will include a complete crash history from 2018- 2022 , land use context , disadvantaged Census areas and other equity data , and roadway data ( number of lanes , speed limits , volumes ). A draft of the safety dashboard was provided for ECS review .
For areas that have six or more lanes of traTic or are within a half mile of a school such as portions of Pioneer Parkway , Cooper Street , Lamar Boulevard , and Green Oaks Boulevard , data showed that :
• 113 people were killed or seriously injured
• 9 % of all fatal and severe crashes
• 11 % of all crashes Countermeasures that can be considered for these areas are access management , signal timing improvements , protected left-turn phasing , wide edge lines , improved intersection signage and striping , and / or turn lanes .
Review of Strategies and Actions Nicole stated that the success of this plan depends on identified strategy areas . She proceeded to review sets of strategies to see which ones best resonated with attendees . A Miro board was used to encourage participation .
Strategy 1 : Institutionalize safety into the city of Arlington ’ s core functions and job responsibilities : Definition : All city staT and leaders are responsible for actions that support funding , administration , building , operating , and maintaining a safe system .
All three resonated with the third item receiving the most input .
