Safe System Approach Nicole Waldheim discussed the Safe System Approach by explaining that it is important to rethink safety . Roadway deaths have been flat or have risen , and Arlington is not alone as this is a national trend . She said it is time to rethink how to approach safety practices to achieve reductions . SS4A safety funds may be used for resources that could produce beneficial results . In addition , sound planning leads to successful implementation .
Nicole explained that zero is the goal of this program . A safe system is how we will get there . The Safe System Approach provides a decision-making framework to help us be more intentional about addressing five elements and six principles in planning and implementation . The principles are that death / serious injury is unacceptable , humans make mistakes , humans are vulnerable , responsibility is shared , safety is proactive , and redundancy is crucial . Meanwhile , the five elements are safe road users , safe vehicles , safe speeds , safe roads , and post-crash care . Making a commitment to zero deaths means addressing every aspect of crash risks through the five elements of a safe system .
Next , Nicole provided some safe system examples . Examples include Complete Streets legislation , project development memos , design manual modifications for complete streets using the safe system , target speed and roundabout first policies , updated Safe System Approach executive orders , and work zone speed cameras .
Policy and Program Assessment Nicole reviewed a variety of city , state , and regional documents that are helping inform the plan developed by the project team . Some of the most meaningful takeaways are goals and objectives , engagement techniques , data and analysis , programs , policies , and projects .
Safe System Approach Nicole posed the question what can be done diWerently ? She explained that Sweden , which is recognized for its safety eWorts , has been successful with the Safe Streets Approach since 1997 but experienced an increase in fatalities in 2018 and not much change between 2010 through 2019 . Therefore , the country firmly established and reinforced work that has already delivered results , developed and included new areas , and adjusted transport safety work to new conditions .
