TOURISM & ECONOMIC GROWTH
Rainmaker also cited 929 residential transfers worth R3.2 billion across Ballito, Salt Rock, and KwaDukuza North Urban in 2025, alongside significant population growth in the node. It remains to be seen who captures the value, however. Rising property prices are usually excellent news for an existing owner; they’ re not automatically good news for renters, buyers, or first-time property owners.
Zulu notes that higher property values are a normal response to better infrastructure and economic activity, strengthening the rates base for reinvestment in services, and that it isn ' t aware of evidence Club Med has caused an unsustainable rise in the cost of living. Zulu adds that he believes a stronger property market ultimately strengthens the municipal rates base and allows more revenue to be reinvested in services and infrastructure. The Municipality says it is not currently aware of evidence that Club Med has caused an unsustainable rise in the cost of living for existing residents.
Beyond the fence line
Infrastructure offers a more tangible example of benefit beyond the property itself. A R6-million upgrade to Tinley North Beach access was launched alongside the resort in July. Zulu also cites the bulk water, electricity and related engineering works associated with the development as benefits to the wider area, though the investment structure itself is broader. Tinley Leisure Pty Ltd is identified as the developer, with funding and
equity partners including African Bank, the Industrial Development Corporation, Tinley Leisure Women’ s Investment Group and Collins Residential, while ABSA is listed as a funding partner.
KwaDukuza Municipality certainly believes Club Med can act as a catalyst through jobs, procurement, infrastructure, tourism and rates revenue, and Oelofse agrees that Club Med is a major anchor investment for the North Coast, with the caveat that the real multiplier will come from what develops around it: suppliers growing, entrepreneurs creating new experiences, visitors leaving the resort, skills circulating and infrastructure improving. In other words, creating a thriving ecosystem around the resort will be the most significant factor. It marks the difference between an international resort located in a region, and one that changes it.
