When living in a third floor I do not think it could affect me too much, but it surely affect my neighbors and the facade of the building. And maybe the streets would be mud ... The circulation of vehicles would be quite difficult ... It would be a chaos ...
- And what if the flood happened when you were on your way to work?
I think it could be quite confusing to see in the nothingness a quantity of water in the streets ... It would also depend on whether the flood happened progressively or almost immediately...
