Art . 23
Indécence punie . - Si en L . de communication de quartier un membre tombe dans les fautes mentionnées en l ’ art , ci-dessus , il sera pour la 1 ° fois condamné à une amende payable sur le champ , pour la seconde il sera exclu pendant un an des Assemblées générales , et pendant ce temps interdit de toutes fonctions dans sa L ., et pour la 3 ° il sera exclu à perpétuité . S ’ il est Maître , ses pouvoirs lui seront retirés , et il sera pourvu à la nomination d ’ un nouveau maître pour le gouvernement de sa Loge .
Art cle 23 d –
If any of the President of the other gr . d councils , as members of the Sovereign grand council of quarterly communication should be guilty of faults mention ’ d in the foregoing article – for the first he shall be fined in a sum of Money to be paid Immediately ; for the second fault he shall be deprived of the general meeting for one year , as also of his dignity ; and for the 3 d offence shall be expelled for Ever , and Loose his office , by the Sovereign of Sovereigns who shall Immediately appoint another president for said council in his Room –

Loges qui sont régulières . - La G . L . ne reconnaîtra pour loge régulière que celles pourvues de constitutions émanées d ’ elle .
Art . 25
Requêtes pour constitutions . - Toutes requêtes présentées à la Grande L . afin d ’ obtention de constitutions soit pour ériger , soit pour régulariser une L . sera remise , savoir , pour Paris à 3 Commissaires qui seront choisis par le substitut général dans les offices de la L . de conseil à tour de rôle , à l ’ effet de prendre toutes les informations nécessaires soit en visitant la dite L . soit en formant un tableau exact des FF ., qui demanderaient l ’ érection d ’ une L .*. pour sur le rapport des dits commissaires être statué par la G . L . et pour la province au Secrétaire général pour être la dite requête envoyée à la L . particulière la plus voisine de celle requérante , laquelle L . régulière prendra par députés , ou autrement , les mêmes informations sur lesquelles elle renverra son avis et les pièces à la Grande L . pour y être pareillement statué .
Art cle 24 th –
The Sovereign grand council shall acknowledge none for Regular councils and Lodges of Perfection , but those provided with constitutions Issued by them or by a grand Insp . r or his Dep . ty – it shall be the same in regard to the kn . ts Masons , princes and gr . d E t & P . M . s who might have been constituted Improper by those who were not Regular authorized so to do –
Art le 25 th –
All petitions presented to the Sovereign gr . d council , in order to obtain Letters of constitution , Either for Establishing or to regulate a council or Lodge , shall be restored viz . t for the country to the Inspectors , such Jurisdiction shall chose four commissaries to take all the Necessary Information which shall be sent to the grand Inspector of the Jurisdiction , with an Exact List of the members who shall demand the Execution of a council or of a Lodge of Perfection & c because on the report of the commissioners and of the grand Inspector the grand council is to determine on the demand of the aforesaid members – and when it is for a foreign part the grand Inspector or his deputy shall be able and have Power to Erect , constitute , forbid , repeal & Exclude according to his Prudence ; and shall make in writing a verbal process of their work , and to be by them Informed of all , when they find a favourable opportunity – The aforesaid Inspector or his Dep . ty shall conform himself to the Sover . n grand council , Laws & customs of our Secret constitutions – they shall be at Liberty to choose
