Art . < 25 . th > 23 d
If any of the Presidents of the other Gr . d Councils , as members of the Sov . n Gr . d Council of Quarterly Communication , should be guilty of faults , mentioned in the foregoing article – for the 1 . st Fault , he shall be Fined in a sum of Money , to be paid immediately , for the 2 . d fault , he shall be deprived of the General Meeting for one year , as also , of his dignity ; and for the 3 . d offence , he shall be Expelled for ever , and Lose his Office , by the Sov . n of Sovn . s who shall appoint another President immediately for said Council in his room –

The Sov . n Gr . d Council , shall not acknowledge for Regular Lodges or Councils of Perfection , any but those provided with Constitutions issued by them , a Gr . d Insp . r or his Dep . y – it shall be the same , in regard to the Knt . s Masons , Princes and Gr . d El . d & P . t M . r , who might have been improperly Constituted by those , who were not properly authorized , so to do –
Art . < 27 . th > 25 th
All Petitions presented to the Sov . n Gr . d council , in Order to obtain Letters of Constitution , Either for Establishing or to Regulate a Council , or Lodge , shall be Restored viz t for the Country to the Insp . rs – Such Jurisdiction , shall chuse 4 Commissaries , to take all the necessary Information , which shall be sent to the Gr . d Insp . r of the Jurisdiction , with an exact List of the Members , who shall demand the Execution of a Council , or of a Lodge of Perfection &. c – Because , on the Report of the Commissioners and Insp . r , the Gr . d Council is to determine , on the demand of the aforesaid Members – And when , it is for a Foreign Part , the Gr . d Insp . r , shall be able and have Power to Erect , Constitute , forbid , Repeal & Exclude , according to his prudence ; and shall make in Writing a Process of their Works , and to be , by him informed , of all , when they find a favourable opportunity – The aforesaid Insp . r shall conform himself to the Sov . n Gr . d Council , Laws , Customs , and our Secret Constitution – they shall be allowed to chuse dignities , to Dispatch and authorise
ARTICLE XXV .
If in the Sovereign Grand Council any member be guilty of any of the offences mentioned in the preceding article , he shall , for the first offence , be condemned to pay such fine as may be forthwith imposed on him ; for the second , he shall be excluded from the General Assembly for the space of one year , during- which time he shall be deprived of his functions in the Council and in the Lodge whereof he is a member ; and for the third he shall be expelled . If he be the President of a particular Council or Lodge , he will be deprived of his office , which will be filled by a new appointment , whatever may be the degree of his Council or Lodge .
ARTICLE XXVI .
The Sovereign Grand Council will recognize as regular no other Councils or Lodges of Perfection than those regularly constituted by itself or by the Grand Inspectors or their Deputies ; nor any Knights-Masons , Princes , or Perfect Grand Elus , that have been made such by any Council or Lodge not duly authorized .
ARTICLE XXVII .
All petitions to the Sovereign Grand Council for letters of Constitution , or for the establishment or regularization of any Council or Lodge , shall be referred as follows : if from a Province , to the Inspectors for that jurisdiction , who shall thereupon appoint four Commissioners , to obtain all the necessary information , to which end they shall furnish to the Inspectors or their Deputy for that jurisdiction , an exact list of the members who apply for the establishment of such Council or Lodge of Perfection , etc .; to the end that , upon the report of such Commissioners , or upon that of the Grand Inspector , or his Deputy , the Grand Council may decide upon the application . If from a foreign country , the proper Grand Inspectors may , each within his jurisdiction , create , constitute , prohibit , revoke and exclude , according as their judgment may direct , sending up full report of their action in the premises to the Sovereign Grand Council by the first favorable opportunity . And the said Inspectors shall conform to the laws and customs , as also to the Secret Constitutions
