Dr . Paulo Marcolino Executive director of the Sports Foundation
What is the mission of the Sports Foundation ( SF )?
The was instituted on 1995 to become an important strategic tool for sport . Today , it ’ s a private institution with public utility and the main objective is to support the promotion and development of sports in general , but in particular the highlevel sports . We support athletes at national and international events , the organization of seminars and conferences , among other promotional actions and projects . A diversification of sources of financing is another key axis of the activity of the SF . We have the support from the government , from our founders and from the partnerships with universities , polytechnics institutes , research centers and business sector .
More recently we have been entrusted with the coordination of the management of the national network of high-level sports centers ( HLSC ). They are 13 specialized infrastructures , with one or with several sports , which bring together a specific set of facilities , sports equipment and multidisciplinary support services for optimization and maximizing of the performance .
The external cooperation is another strategic axis of our action . In articulation with the Portuguese Institute of Sport and Youth ( IPDJ , I . P .), the SF collaborates with other countries in different areas , in particular within the framework of the HLSC .
The SF is also with the international promotion of Portuguese sport , applying the incentive measures of the PORTUGAL 2020 – COMPETE 2020 .
This means , then , that SF has been supporting many athletes and sports projects ...
Effectively . After the reactivation of the SF In 2014 , a year dedicated for legal conformation with the new law and past the screening of the foundations , it was possible to start , on 2015 , a structured set of support policies . Namely , the support to practitioners , particularly to high talent young athletes , like Joana Schenker , current world champion on bodyboarding , the cyclist Ivo Oliveira , that achieved the world title of cycling on track , In South Korea , on 2014 , but also Nelson Évora , the Olympic champion of the triple jump , among others .
In addition to this measure , the Strategic Plan provides support : projects for education , training , empowerment and qualification ; national and international events ; entrepreneurship and innovation – of which stand out the program PROMENTOR , in partnership with Deloitte , University Catholic Portuguese and Portuguese Institute of Sports and Youth ( IPDJ , I . P .), or the KickUp Sports Innovation ; the support to sports for people with disabilities ; the bet on the programmes of the European Commission , in particular the ERASMUS +, Sports Chapter , whose projects PsyTool and ELITE-In are important examples ; The support to I & D & I , in which we highlight the Motochanics / Moto Student In partnership with the University of Aveiro and the Formula Student with the Superior Technical Institute , among others .
We work with each Patrons in defining the way and the terms , mutually more advantageous in order the investor can withdraw the best of this synergy . For this reason , there are projects whose explanation lies also on the interests of those who finance .
The Sports Foundation has also vocation for support in the medical field ?
The medical area integrates the dimensions of the project that we have for the SF . We have no history of supporting clinics or clubs in this area , but it is one of the areas that is covered by the measures of support to the CAR . That is , in the acquisition of equipment or medical and therapeutic services .
But at the level of the health protection of practitioners , and young people in special , it is important to highlight the project For a Clean and Healthy Sport – National Holistic Strategy – developed in a consortium between the Sports Foundation , the National Anti-Doping Agency ( ADoP ) and the IPDJ , I . P ., cofinanced by a fund for the Elimination of Doping in the Sport of UNESCO . And now , this development project of this instrument of dissemination of medical science applied to sport , enabling the creation of an informatics application of the Revista de Medicina Desportiva informa and its upgrade to english language of what is best produced in this matter in Portugal by the portuguese .
Thanks to Sports Foundation the portuguese sports medicine has global projection , do you agree ?
It is for the SF a very important achievement to be able to participate in the development of a project of this nature , enabling a technological increase and , at the same time , of international dissemination with the availability of the magazine in english language . Other projects may arise where sports medicine is included . We work to provide better conditions for national sport . We ’ ll try to materialize project by project . And some are really hard to put into practice . What matters is that we have managed to get here and support this concrete technological and internationalization initiative .
What are the projects that the SF Would you still like to make it happen ?
What keeps us moving is to give continuity to this great project that is not yet consolidated but it does have a future . If you make this entity credible , we ’ ll solidify its content , and if we put it on sports as an important instrument , it will certainly be the best we can leave as a legacy .
And what are the projects that the SF have been planning ?
At this point we are centered on the diversification of support to the CAR and , in particular , in the achievement of community funds , either at the level of the program Portugal 2020 or of ERASMSU + or Horizon 2020 . Comment to the scientific article
