METHODOLOGY

Phase III: Documentation:

After the delimitation of the "type cases" and the selection criteria, the case documentation was initiated. Three work teams were integrated here (communicators, legal team, psychosocial team) in a single objective.

1.Context: From the work team it was taken as source the access to press reports and bulletins as support of the facts, to this it was added secondary analyses carried out in other investigations. Here we sought to identify the dynamics of the actors and the most relevant facts that are developed in a limited period of time.

2.Victimizing facts: The identification of the victimizing facts departed from the reception of statements through semi-structured interviews with victims' family. Following this, it was initiated a process of investigation and critique in which were analyzed the files, news and other documents that were related to the given fact.

After the reception, investigation and contrast of information, it was analyzed each case, where it was sought to determine the conditions of time, mode, place of the facts, as well as identification of potential victimizers. It was also identified the information without specifying by the family that would be necessary to return to investigate.

By identifying the nonexistence of information or the imprecision in the same, were taken two actions, the first was request relevant data (mainly to the District Attorney’s Office, Attorney General’s Office, Military Force and to the Police) through Right to Petition, and the second, home visits to the families to gather information about the facts.

It is necessary to specify that some of the Rights to Petition did not obtain the expected bottom-line replies (It was claimed the reservation of information or lack of competence in some of the cases). With regard to home visits, in addition to collecting new information, tools were applied to identify the main socio-economic and psychosocial impacts. With all the above, particular analyses were established, in two perspectives: legal and psychosocial.
