In the periods 1990-1994 and 1998-2006, there were the largest number of cases of extrajudicial killings in the context of massacres, perpetrated by State agents or with the acquiescence of the same (extended massacre), in comparison with the period 2010-2016. Extrajudicial and summary executions were presented in three periods. The two cases of enforced disappearance of persons as crime continued and permanent execution date exclusively from the 1990 to 1994 period, let’s see:
In the 1990s "s with the strengthening of clandestine networks of Hitmen created by military intelligence agencies (Vr. G, Red de intelligence No. 7 de the National Armed Forces) massacres and targeted assassinations against civilians were executed in strategic locations where it was considered that the insurgency had a" social support since then implements the form of extrajudicial and summary executions carried out a selection of civilian casualties; simulating fighting and then presenting the victims as insurgents discharged in alleged clashes, as we will see later.
The Inter-American Commission on Human Rights noted in the case of WILFREDO QUIÑONEZ BARCENAS and others, that:
"State security forces sometimes give understanding to the press and the public that dead individuals were members of dissident armed groups given in low in combat"
24. The Commission stated to be "extremely concerned by this information that indicates that the State security forces carried out extrajudicial executions of individuals who believed that they support the guerrillas found in a specific area or by their alleged indirect participation in hostilities".
The previous modus operandi in the perpetration of extrajudicial executions was identified with greater specificity by the rapporteurs of the United Nations in 1995, who pointed out that "the civilians killed during such operations are often later presented to the public as guerrillas killed in combat, and the soldiers dressed corpses with military clothing and placed them weapons or grenades in hand." The rapporteurs pointed out at the same time that the "torture and ill-treatment are often part of other violations of human rights, in particular summary executions or disappearances"
