Government
Project Facilitation and Promotion of ROIC as a Flagship project for Armenia
As one of the key partners for ROIC, the Government will play a key role in facilitating and
attracting investments from EU, ADB, and the World Bank. Apart from that Government can
negotiate with UN to sponsore bankability study of ROIC and introduction to investors.
Infrastructure development/Land Provision
Government is envisaged to act as a facilitator of the project and provide the land.
Consolidation of National Resources
Government is envisaged to help consolidate the national resources (labs, institutions,
researchers, etc.) through the Academia-ROIC collaboration model described in this
document. This will ensure more efficient utilization of resources and will multiply ROIC’s
effect.
Public Policy Reforms
Establish development policies to boost R&D and innovation throughout the country.
Consider ROIC as a special zone to rapid test science and business favorable reforms and
policies. Government will be responsible for undertaking reforms and adopting policies to
boost R&D and innovation throughout the country.
