APWA recognizes Utility Systems employees
Carlos Camacho and Summer Burdick recently were honored by the American Public Works Association.
As part of the ongoing efforts to ensure water safety nationally, the Environmental Protection Agency’ s( EPA) Lead and Copper Rule Revisions( LCRR) and Lead and Copper Rule Improvements( LCRI) require water systems to take action to reduce lead exposure in drinking water.
Carlos Camacho: Technical Innovation Award Carlos Camacho, the project manager for this task, had to determine an efficient way to inspect over 13,000 service lines by the end of the year.
Using a combination of customer account data, parcel information, meter installation records and field verification, Carlos and the team conducted a systematic, multi-stage screening process. This approach allowed us to efficiently narrow an initial dataset of approximately 13,000 pre- 1980 service connections down to zero candidates requiring inclusion in the lead and copper inventory.
Summer Burdick: Exemplary Practices Award Summer Burdick has demonstrated outstanding leadership, innovation and commitment to operational excellence. In response to evolving legislative requirements and departmental needs, Summer delivered several high impact initiatives that improved efficiency, transparency and accountability across the organization.
She developed a tracking method to quantify customer calls related to fluoride changes, enabling accurate reporting for management and City Council. She modernized the Certificate of Completion process by partnering with IT to automate the generation of project information, saving staff time and standardizing outputs. Recognizing the need for a centralized repository for critical documents, Summer also led the successful adoption of PowerDMS for the USD, giving the department a streamlined system for SOPs, policies, forms, and employee acknowledgments.
In 2025, Summer further distinguished herself through professional involvement and tangible results: she was appointed Young Professional Representative for APWA’ s Florida Treasure Coast Branch, received the Florida Chapter Young Leader Award and negotiated a major infrastructure damage claim, recovering more than $ 83,000 for the City.
Overall, Summer exemplifies excellence, initiative and leadership, making her a highly deserving nominee.
