Thomas Salvador, Public Works, Florida Chapter Professional Manager of the Year Award
Thomas Salvador was recognized with the Florida Chapter Professional Manager of the Year Award for his leadership and service in Port St. Lucie. As manager of the CIP and Sales Tax Project Group, he directs more than $ 138 million in infrastructure projects to improve safety and connectivity. With more than 20 years of experience, Thomas has led vital efforts such as roadway preservation and data-driven planning. His collaborative approach and expertise have significantly advanced the city’ s infrastructure and organizational growth.
Robert Carlsen, Public Works, Mac Ulsch Award
Robert Carlsen received the prestigious Mac Ulsch Award, also known as Uncle Mac, for his long-term, outstanding service to the Florida Chapter. As district representative for the Treasure Coast Branch, he supports the chapter’ s mission and objectives. Robert advocates for APWA and is active in the C3 Committee for Disaster Response. With more than 30 years in Public Works and more than 10 years as an APWA member, he consistently helps others, organizes meetings and fosters networking. Robert encourages branch participation, welcomes new members and is recognized for reliability and dedication.
Beth Zsoka, Public Works, Frank“ Cheech” DeCelles Award / Florida Chapter Member of the Year Award
Beth Zsoka was surprised with the prestigious Member of the Year Award. This is the Chapter’ s most prestigious award with a long-standing history of recipients from across the state. The award is bestowed upon the public works professional who has demonstrated integrity and professionalism and has distinguished achievements. Beth was recognized for her character, integrity, achievements, reputation, merit, distinction and professionalism. She is a highly valued member of the Treasure Coast branch who consistently goes above and beyond the role in her branch. Her dedication, initiative and professionalism set a standard of excellence within the organization. Beth was recognized for her proactive leadership and her role in supporting the Treasure Coast branch with meetings and events. Regardless of task, Beth approaches every responsibility with enthusiasm and commitment to success. Her service extends far beyond branch operations. Despite her demanding schedule, she makes significant contributions to the broader community.
