According to INE, Mexico was the 28th customer of Portuguese exports of goods in 2021, with a share of 0.5% of the total, occupying the 58th position in terms of imports (0.1%). The trade balance of goods was favorable to our country, with a surplus of 256 million euros in 2021. In the structure of exports, we highlight Machines and Equipment (21.5%), Plastics and Rubber (16.0%), Chemical Products (12.6%), Wood and Cork (11.7%) and Cellulose Pulp and Paper (11.4%. The main groups of imported products were Agricultural Products (20.6%), Machines and Devices (17.3%), Plastics and Rubber (15.9%), Common Metals (12.3%) and Minerals and Ores (7.7%).
In 2022, the value of exports was 373 million euros and imports of 88 million euros, which represented a surplus of our country of 285 million euros.
LEGAL REGULATIONS
In force – Economic Partnership, Political Coordination and Cooperation Agreement (“Global Agreement”), in force since October 1, 2000, which reduced/exempt various Community products from customs duties.
Completed but not in force – In April 2020, the European Union and Mexico concluded negotiations for a new, broader and modernized Global Agreement, where all trade in goods between the parties will be exempt from customs duties over a maximum period 7 years, including in the agricultural sector, where, currently, high customs duties are still charged on some food products. The modernized Agreement is still awaiting signature for subsequent provisional application (Ongoing Bilateral and Regional Negotiations).
Proof of Origin – In order for goods to have access to preferential treatment (exemption/reduction of customs duties) upon their entry into the Mexican market, Community origin must be proven by presenting the movement certificate EUR. 1 (responsible for customs in the country of dispatch) or a declaration issued by the exporter on the invoice. The declaration of origin on the invoice can be made out by any exporter in the case of shipments of goods whose value does not exceed 6 000.00 euros, or by an “authorized exporter” in the case of shipments of goods with a value greater than that amount. The request for the status of Authorized Exporter is made through a specific form, provided by the Tax and Customs Authority, advising you to carefully read the attached instructions and explanatory notes.
Quality – Many products must obligatorily comply with the quality requirements set out in the Official Mexican Standards (NOM Standards) upon importation. These products cover a variety of industries, but some sectors, such as electrical and electronic equipment, include additional mandatory requirements for energy efficiency.
