People in the procurement organization may agree with this or say otherwise.But the real question is: how is your procurement system being managed?
Procurement as defined by Republic Act No. 9184 refers to the acquisition of Goods, Consulting Services, and the contracting for Infrastructure Projects by the Procuring Entity. Likewise, it includes the lease of goods and real estate. Procurement of real property, however, shall be governed by the provisions of Republic Act No. 8974. Point is what does good and well planned procurement signify as far as government services are concerned.
