PCC POA Board Minutes

Prescott Country Club Property Owners Association General Membership Meeting www . pccpoa . com October 5 , 2016 The following Minutes will be approved subject to corrections at the next General Membership Meeting .

• Next General Membership Meeting : Wednesday , December 7 at 6:00 pm
• Next Board of Directors Meeting : Wednesday , December 7 , following the General Membership Meeting
Date & Time : Pursuant to Section 7.0 of the POA Bylaws , a General Membership meeting of the Board of Directors was held Wednesday , October 5 , at 6:00 PM at the Property Owners Association Activity Center .
Officers and Quorum : The Vice President , Gracelyn Palmer , opened the meeting at 6:00 PM and the Secretary , Brian Biggs , took Minutes . The following additional Board Members were present : Dave Paulin , Dick Hughes , Mary Kloeppel , Don McGlamery , Bob Gray , and Stephen Gonzalez . Bob Heise was not present .
Minutes : Brian Biggs made a Motion to accept the December 2 , 2015 General Membership Meeting Minutes without reading them . The Motion was seconded by Dave Paulin and passed unanimously .
Treasurerʼs Report : Don McGlamery informed the membership that the POA will likely end the year with a surplus due to a higher than anticipated number of resales , additional permits , and conservative spending practices . A budget and finance meeting will be held at the POA on November 15 at 10:30am .
Guest Speaker – Erin Aafedt , Therapy Director of the Mountain Valley Regional Rehabilitation Hospital in Prescott Valley : Mountain Valley is the only in-patient rehabilitation facility north of Phoenix and has been ranked in the top 10 % of all facilities nationwide ( 800 +) for successful outcome of rehabilitation . The hospital has an 80 % success rate for getting patients back to their homes as opposed to a nursing home . Mountain Valley has recently expanded to 44 rooms and has acquired Zero-G walker equipment that allows patients to duplicate normal walking while the therapist varies the amount of body weight placed on the patientʼs legs . Out-patient services are available as well . The majority of insurance carriers are accepted , however commercial substitutes for Medicare are often declined by the carrier . Medicare supplements are very helpful . There are three types of therapy provided :
• Physical Therapy : This therapy helps to restore mobility , strength , and balance . Examples are getting out of bed , sitting , standing , and walking .
• Occupational Therapy : This therapy helps to restore the ability to perform daily tasks such as dressing , toiletry , showering , and cooking .

• Speech Therapy : This therapy helps to restore abilities related to the mind , mouth and throat . Examples include : drinking , swallowing , speech , language , thinking , memory , attention , and reasoning .

Mary Kloeppel asked if there were any further nominations from those in attendance . None were offered . The nominations were closed . Brian Biggs made a motion to elect the unopposed officer positions . The motion was seconded my Don McGlamery , and passed unanimously . ( Secretaries Note : This motion will be repeated in December at the regular board meeting .)
Town Hall : Dog / People Park : Various discussions occurred related to the question on the ballot regarding the dog / people park . Dawn Fleming presented a write-up in favor of the park to be included with the ballot question per the Boardʼs direction from the previous Directorʼs meeting . Other members were concerned that there would be no write-up to express a contrary opinion . Mary Brotchner presented a write-up against the park . Dawn agreed to include Maryʼs write-up with hers as a complete package for the ballot .
Red Arrow Building and Land Sale : A question was brought up as to whether the POA could control what gets built in the vacant land that is being sold along with the Red Arrow building . The Board said that the POA has no control other than ensuring that a building is permitted and meets the appropriate zoning .
Condos : A question was asked regarding the current status of the condo land . The Board did not have any new information .
Sirens : A question was asked regarding fire engine sirens in PCC – noting that they seemed to increasing whereas the used to be turned off . The POA has no control over siren usage by the Fire Department or Ambulance .
PG & CC Restaurant : A question was asked regarding the status of the PG & CC restaurant , which was recently closed down . Jessica Hall noted that the restaurant has been reopened under Hall management since September 1 st .
Adjournment : At 7:20pm , Don McGlamery made a motion to adjourn the meeting to the next General Membership meeting on December 7th . The motion was seconded by Stephen Gonzalez and the meeting was adjourned until the General Membership Meeting on December 7 , 2016 ( Elections ).
