Prescott Country Club Property Owners Association General Membership Meeting www . pccpoa . com December 7 , 2016 The following Minutes will be approved subject to corrections at the next General Membership Meeting . Next Meetings : Board of Directors Organizational Meeting : Tuesday , January 3rd at 6pm Next Board of Directors Meeting : To be determined . Next General Membership Meeting : To be determined . Date & Time : Pursuant to Section 7.0 of the POA Bylaws , a General Membership meeting of the Board of Directors was held Wednesday , December 7 , at 6:00 PM at the Property Owners Association Activity Center . Officers and Quorum : The President , Bob Heise , opened the meeting at 6:00 PM and the Secretary , Brian Biggs , took Minutes . The following additional Board Members were present : Dave Paulin , Dick Hughes , Gracelyn Palmer , Mary Kloeppel , Don Mc- Glamery , Bob Gray , and Stephen Gonzalez . Minutes : Brian Biggs made a Motion to accept the October 5 , 2015 General Membership Meeting Minutes without reading them . The Motion was seconded by Dave Paulin and passed unanimously . Treasurerʼs Report : Don McGlamery informed the membership that the POA finances are in excellent shape . There was a rumor going around that the POA is deficit spending . This is false . The POA has a substantial reserve and a substantial amount of unallocated funds ( i . e ., surplus money ). The Board voted to rebate some of the member dues over the past few years in order to stop increasing the surplus funds . Last year the POA broke even . At end of year 2016 , there will be a small deficit of about $ 7K . In 2017 , we have an expected deficit of $ 2K . As we get expenses in line with revenues , the Board will stop rebating membership dues . As a cost saving measure for dues mailings , the POA emailed invoices to everyone with an email address on file . This is expected to save the POA about $ 500 . The election cost about $ 1800 . New Business : 2017 Board of Directors Elections : Mary Kloeppel gathered members from the audience and completed the tallying of the votes . 1320 ballots were mailed out . 632 ballots came back , which is a very high turnout . The election results are : President ( Unopposed ): Bob Heise Vice President ( Unopposed ): Gracelyn Palmer Treasurer ( Unopposed ): Don McGlamery Secretary ( Unopposed ): Brian Biggs Director ( 3 open positions ): ( 423 votes ) Stephen Gonzalez ( 375 votes ) Dave Paulin ( 358 votes ) Teresa Ritcher ( 207 votes ) Donna Chisum ( 153 votes ) Dawn Fleming ( 128 votes ) Jessica Hall ( 120 votes ) William White
Park Question : ( 463 votes ) No ( 179 votes ) Yes Mary Kloeppel thanked the following people for assisting with the ballot counting : Sandy Woods , Linda Riley , Linda Sanzo , Susan Van Haren , Carol Chappell , Pauline Roll , Marge Barcomb , Carol McKinny , Greatchen Dumas-Hebets , Vickie Hale , Caroline Kuhn , Arlene Reeves , and Chris Baum . Town Hall : Ambitious CD : A member asked about the budget line item labeled ʻAmbitious CDʼ , wondering whether the POA had some special investing going on . Don McGlamery explained that the name was simply one that was suggested when the account was created . There is no special investing going on . Median Landscaping and Street Light : A member asked about the median landscaping cost . Don McGlamery explained that the POA had to take on that cost when the golf course refused to continue maintaining it a few years ago . The street light was installed by the golf course years ago when the median was landscaped . The current golf course owners have chosen not to turn on the street light . Garage Sales : A member asked whether garage sales are allowed in the community . The POA sponsors two garage sale events per year . In addition to that , members can have an occasional garage sale as long as it is not a business enterprise . Adjournment : At 6:35pm , Dave Paulin made a motion to adjourn the meeting .
