are also attempts to train peacekeepers and establish
oversight, punishing those that harm the local population.60 Peacekeepers might commit fewer atrocities
than they prevent, but the record of the former is far
from spotless.
Peace operations also have a number of other outcomes, many of which are unintended and undesirable.61 These come in a variety of forms. Some are
gender-based, as peacekeeping soldiers commit rapes
against the local population, spread HIV/AIDS,
and may perpetuate discriminatory hiring practices
