But that is totally different from a Secret Police, who apparently are not accountable to anyone or maybe only to the Prime Minister( Erdohan) or the president( Putin). People in pre-detention( in a police station) are not convicted or found to be guilty yet. Is torture to get a confession a justice system that you want? If you want the police to behave properly towards people in predetention centers, that also needs training. and maybe a replacement of the chief of Police.
In a democracy the police has legitimate means for crowd control. But that means no tear gas and certainly no bullets to disperse a crowd where people are just voicing criticism as we now see in Turkey or even worse in Russia. Are you willing to provide the necessary budget for continued training programs where the police are being trained how to minimize their legitimate use of force. And even then it can go wrong as I have seen in my country in Haaren. If there is still time I will explain how a facebook message about a birthday party went totally wrong.
The answer why, when something went wrong is always a problem and this problem does appear everywhere. But then the only solution is a proper debate and the firm will to learn to do better.
