It is recommended that these projects be reviewed for traffic
impacts with this Transportation Management Plan in order to
coordinate such impacts to the greatest extent practical. It is not
anticipated that the Town’s Coastal Program will have a significant
impact to traffic as the work predominantly occurs on the beach.
Haul routes for imported sand should be coordinated with the
detour routes contained in this Transportation Management
Plan. It is not possible to predict private construction activities
at this time. The Town’s Public Works Department should use
this Transportation Management Plan to guide them in the
issuance of MOT permits and coordinate the efforts of the private
construction community within Town construction project areas.
Once MOT permits are issued and the MOT measures are
implemented in the field, the operations should be monitored
closely for effectiveness. Observed issued should be corrected
through appropriate modification of the approved MOT based
on these observed operational conditions.
restrictions to impacting these thoroughfares and alternate routes
if one of the thoroughfares were to be impacted for construction.
The traffic control considerations on the main north-south
thoroughfares are as follows:
¾ ¾ From approximately 0.50 miles north of Southern
Boulevard and continuing to the south, Ocean Boulevard
is the only thoroughfare
y y Ocean Boulevard is the only north-south roadway;
therefore, the roadway cannot be closed
Work to be conducted from the road shoulder
without impacting the travel lanes
Intermittent closure of a single lane is allowed if flag
men are used
¾ ¾ From approximately 0.50 miles north of Southern
Boulevard to approximately 0.25 miles south of Royal
Palm Way, County Road parallels Ocean Boulevard
9.5 Traffic Control Considerations: y y The two parallel roadways cannot have impacted travel
lanes at the same time
Traffic Control Considerations on Main North-South
Thoroughfares: y y Intermittent closure of a single lane is allowed if flag
men are used but only on one of the two parallel roads
The following describes the traffic control considerations on the
main north-south thoroughfares through the Town. It outlines
86 | CHAPTER NINE
¾ ¾ From approximately 0.25 miles south of Royal Palm Way to
Royal Palm Way, Cocoanut Row and Hibiscus Avenue also
run parallel to County Road and Ocean Boulevard
y y Only two of the four roads can be impacted at the same
time
y y If either County Road or Ocean Boulevard are impacted,
the other road shall be fully open to traffic
y y Intermittent closure of a single lane is allowed if flag
men are used, or if two-way traffic can be maintained
at all times, but only on one of the two parallel roads:
County Road or Ocean Boulevard
y y Cocoanut or Hibiscus could be closed to traffic (open to
local traffic only) only if required, preferably for a single
block at a time and for a brief period during the May
through November construction season
¾ ¾ From Royal Palm Way to approximately 0.25 miles north of
Royal Palm Way, Cocoanut Row, County Road, and Ocean
Boulevard run parallel to each other
y y Impacts to County Road shall be avoided as much as
possible. Intermittent closure of a single lane could be
allowed if flag men are used or if two-way traffic can be
maintained at all times.
y y Only two of the three roads can be impacted at the
same time. If either County Road or Cocoanut Row are
impacted, the other road should be fully open to traffic
y y None of the three roads can be fully closed to traffic
¾ ¾ From approximately 0.25 miles north of Royal Palm Way
to the northern limits of the Town Cocoanut Row/Bradley
Place/Lake Way runs parallel to County Road/Ocean
Boulevard
y y The two parallel roadways cannot have impacted travel
lanes at the same time
y y Intermittent closure of a single lane is allowed if flag
men are used, or if two-way traffic can be maintained at
all times, but only on one of the two parallel roads
Traffic Control Considerations for the other Roads:
The rest of the Town is comprised of the main east-west arterials
(namely Lake Worth Road, Southern Boulevard, Royal Palm Way,
and Royal Poinciana Way) and local roads. We have classified
them as follows for the purposes of maintaining traffic during
construction:
y y Narrow Road – no detours
y y Narrow Road – use for one-way detour only if needed
y y Wider Road – use for two-way detour as needed
