Teresa Herrera serves as the City Manager , acting as the Chief Executive Officer of the city , responsible for executing and implementing policies established by the City Council . Her duties include coordinating the city ' s governmental activities , ensuring efficient operations , providing management leadership to staff , and communicating organizational goals and values to the public . Teresa began her journey with the City in 2006 . She served as the City Secretary before becoming City Manager . Herrera attended TVCC where she enjoyed the studies of Legal & Paralegal . She now holds the designations of Certified Public Manager ( CPM ) and Texas Registered Municipal Clerk ( TRMC ) and has served on the Audit Committee and as Vice President & current member of Northeast Texas Chapter . Teresa is a dedicated member of various professional , civic , and community organizations including the State Bar of Texas District Grievance Committee , upholding standards within the legal profession and is a participant in the Texas Baptists Committee to Nominate Executive Board Directors , helping shape the leadership of the organization . Teresa is deeply involved in her local community taking an active role in the Palestine Lions Club and the Downtown Rotary Club of Palestine , both of which focus on service projects and community development . She is also a proud member of the Mystics of Times , a social and philanthropic organization , as well as several other committees dedicated to making a positive impact in the community . In her personal life , Teresa finds great joy in spending time with family , cooking her favorite Mexican dishes , and gardening . She has a deep love for cats , especially her five cherished cats . One of her greatest passions is traveling with her daughter , particularly to explore beautiful beaches . While she has enjoyed traveling abroad , she now aims to focus on discovering the diverse landscapes and hidden gems across the United States . A passionate baseball fan , Teresa proudly supports the Texas Rangers and never misses an opportunity to cheer for her favorite team — GO RANGERS !
