Beginning with the election of Mark Stone as our D1SR District Commodore , he has emphasized the importance of being “ ready , responsive , and relevant . In D1SR , this direction moved against the backdrop of historic destruction from recent major weather events and ever-increasing threats from tropical cyclones and other hazards in our area . The USCG Auxiliary serves a vital role in being “ always ready ” to assist and support the U . S . Coast Guard in responding to disasters and other catastrophic incidents . The D1SR Emergency Management team is capturing that vision to ensure that we maintain a highly trained , professional , and always-ready , all-volunteer force to fulfill that mission .

With a vision of building such a team , Commodore Stone appointed Alex Rico to be the D1SR District Staff Officer ( DSO-EM ) for Emergency Management . Alex has many valuable years of experience in emergency management as a full-time employee of FEMA and is a proven , natural leader . Shortly thereafter , a cadre of trained and experienced professionals was assembled as Assistant District Staff Officers ( ADSOs ) to build the Districtlevel core emergency management team . Responsibilities were assigned to each appointed staff officer based on a diverse array of backgrounds , training , experiences , and talents of the ADSO-EMs care-
