Rich Gabriel managed his team of line handlers, aka Flood Response Team (Chris Hoffman, and Scott Kuhne) in assisting the Coast Cutter Penobscot Bay docking at the Port of Albany. Rich Gabriel and Lisa Kalfin observed and documented the operations.
