The enumeration sequence of the Satrapies in scholarly literature has
always caused controversy. After the formation of the Satrapies in relatively
peaceful regions of the Empire to the west of the Euphrates, the attention of
the Persian court was already focused on those countries which had not
adopted Darius’ royal power and had rebelled against it.
The study shows that the enumeration sequence of the Satrapies is
determined by their chronological formation order, which has taken place
through five phases.
