The early childhood sector in the OECS region is primarily private ownership. There has been a decline in the number of ECD institutions, from 556 in 2013-14 to 530 in 2014-15, representing a 4.7% decrease in the number of registered centres.

Traditionally, institutions that provide compulsory education have been operated and owned by the government. They amount to 266 primary and 82 secondary schools which represents 65% and 62% respectively.

The only exception based on available data is Grenada. In this territory, 51% of primary schools are private church-assisted institutions while the private non-affiliated schools account for 27%. At the secondary level, 58% of the secondary schools are private church-assisted and 13% are private non-affiliated schools. Private primary schools in some Member States (example Montserrat and St. Vincent and the Grenadines) receive some level of assistance from their respective government.
