Phase 5. Charting- Getting a first operation manual and its goals on paper
This phase includes to gather all the decisions, which have been made in the phases before, and gather them in a guiding document. Besides an outline of how the living laboratory in Nordhavnen is operating, the different experiments and their goals should be described in here. For this, the input of the results for each experiment of step A( rticulating expectations and adjusting visions) in part two is needed. Going beyond the single experiment, this document could also include goals of desired outcomes and connect hereby to other plans of Københavns Kommune.
Tasks to take in this phase could be:
Task 5-1: Describe the overview of how the living laboratory in Nordhavnen functions, and how actors, who are not yet within the network of the living lab, but want to make a contribution, can connect to it.
Task 5-2: Describe the experiments and make their goals explicit, linking to an overarching sustainability vision. For this, the input of the results for each experiment of step A( rticulating expectations and adjusting visions) in part two is needed.
Task 5-3: Describe how the experiments work together and give an outlook on how mutual reinforcement could be improved. In this task a loop of feedback to the experiments itself could be installed, which aims at improving cohesion between the plans.
Task 5-4: Describe the goals and desired outcomes of the living laboratory. This could include results from the scenario building exercises and inputs from the process in phase 3. Connect the goals and desired outcomes to other plans of Københavns Kommune.
Task 5-5: Design the contours of a structured and transparent system to monitor and evaluate the outcomes of the experiments. Task 5-6: Evaluate together with key actors of the phases before, whether the document represents a workable way forward. Task 5-7: Publish the document, alongside contact and communication possibilities, such as an online discussion forum, to connect, involve, draw on and potentially mobilize outside actors.
