Enhancing Safety , Accessibility , and Enjoyment
The Glenview Park District made updates to Park Ordinance No . 2018-11 , aimed at enhancing the safety , accessibility and overall enjoyment of our parks and facilities . These changes , effective immediately , have been carefully reviewed and updated to ensure compliance with safety standards , legal guidelines and the needs of the community .
WHAT ’ S NEW ?
Micromobility Devices : E-scooters , e-bikes , hoverboards , and electric skateboards now have updated guidelines . E-scooters are strictly prohibited , while Class 1 e-bikes are allowed on Park District trails . No micromobility device is permitted on playgrounds , athletic fields or athletic courts . Devices must not interfere with pedestrians or traffic , and they must follow all traffic rules . Nighttime use of electric bicycles requires proper lighting , and parking must avoid creating hazards or obstructions .
A recent change in State Law concerning e-scooters ( which added them to the Illinois Vehicle Code but which also eliminated certain protections for the Park District when e-scooters are used on District property ) would require the Park District to make sure every part of all of its properties was safe at all times for use of an e-scooter ( regardless of the ability of the rider ), so it became necessary to prohibit them on Park District property ( except as required for ADA purposes ).
Camping Restrictions : Revised to align with the Homeless Bill of Rights Act , ensuring that prohibitions on camping do not restrict the presence or movement of individuals unnecessarily .
Drone Regulations : Drones are now prohibited over or across park property unless authorized by the Park District .
Begging and Soliciting Areas : Designated spaces for First Amendment activities have been established to ensure the safe and respectful use of public spaces .
Posting Guidelines : Temporary posting of materials for First Amendment activities is allowed during events , with the requirement to remove them afterward .
