Table 1-2 highlights the diversity in races and ethnicities within the City of Newport for the years 2000 and 2014. Newport continues to be primarily white, but increases in the other Race category and Hispanic or Latino ethnicities can be seen. Table 1-2. It articulates the shared aspirations of community residents, property owners, leadership and other stakeholders. The vision serves as a source of inspiration and guidance. It should be creative and bold, yet pragmatic enough to allow for the development and implementation of strategies designed to accomplish community goals and objectives. The current vision statement for Newport is contained in the 2004 Comprehensive Plan’s Executive Summary (Section IV of Element 1). As presented, this 2004 vision consists of seven bullets of “imperatives” and it is therefore more a collection of major actions the community needs to carry out in order to accomplish the 2004 Comprehensive Plan’s goals, than it is a true “community vision”. The 2004 vision statement does not articulate collective aspirations in a way that inspires and motivates action towards community goals. While the subject areas covered are generally sufficient and certain intentions remain relevant (e.g. inclusiveness, partnerships, managing growth, etc.), the ideas should be expressed in a different way in order to set a vision for the community moving forward. As a consequence, for this 2016 Plan, a completely new vision was developed. This vision is comprised of an overall vision statement and supporting objectives. These contain the key values upon which all of the subordinate goals, policies and implementation actions within this Comprehensive Land Use Plan are based.
