Speakers ’ Profile SEMINAR O6 Finding OBO!: The Ease of Getting Construction Permits in the Philippines Edison Ching M. Padilla, FSP, UAP, PIEP, ASPPI As the current Building Official of Valuenzuela City, Arch. Padilla’s presentation would focus on discussing the ‘Ease of Getting Construction Permits in the Philippines’. His experiences as a practicing architect and environmental planner concurrent to his post as city building official would serve as a rich source of information and enlightenment on the construction permit process critical to every architectural project. 51 Edison Ching M. Padilla is a Licensed Architect as well as a Registered Environmental Planner. In 2012, he received his Certificate of Competency as a Fire Safety Practitioner from the Bureau of Fire Protection Regional Office NCR. Arch. Padilla is also a member of the UAP Green Architecture Movement (GAM) and the Philippine Green Building Council (PhilGBC). Having served as UAP Greenhills Chapter President for two fiscal terms, he is currently the Chair for the UAP Committee on Safety and Specialty Council on Fire and Life Safety Practitioner’s Training. He also serves as Program Director for UAP-PDC’s Construction Occupational Safety and Health Training. My first working experience was with Leandro V. Locsin and Partners (LVLP). I got promoted to group leader and was sent to Brunei in 1981, to oversee and supervise the construction of The Grand Palace of HRH Sultan Hasanal Bolkiah. I then ventured to Kuala Lumpur, Malaysia in 1983, applied to Hajeedar and Associate and was hired instantly because of the good reference I got from LVLP. I held the position of Architect and was involved in Design, Coordination and Contract Administration for several prestigious projects. I then joined KSSB as a Senior Architect in 1991, to work on a Dream Project called “Petronas Twin Tower” in KLCC, working in collaboration with Caesar Pelli Architects (USA). In 2002, I joined RSP Architects and started as a Senior Architect and eventually promoted to a Senior Associate along the way. In 2007, I became an Architect Graduate Member of Pertubuhan Arkitek Malaysia (PAM) and Lembaga Arkitek Malaysia (LAM) similar to our UAP and PRC respectively. In the year 2011, I formed UAP KL Chapter and was officially inducted by UAP National in 18 May 2013. Emmanuel Canlas finished Bachelor of Science in Architecture at the University of Santo Tomas and obtained his professional license as an architect in 1981. Currently a permanent resident of Malaysia, Arch. Canlas is a Graduate Architect of the Pertubuhan Arkitek Malaysia (PAM) and of the Lembaga Arkitek Malaysia (LAM).
