A darling of previous UPA government, CMD of Public Sector Undertaking, Engineering Projects India Limited( EPIL), SPS Bakshi is continuing his darling status even in the current Modi regime. People around him say he has read thoroughly Dell Carnegie’ s book-How to win friends and influence people- and has been implementing its essence in his daily work and life. And this is the major factor behind his rising career.

It may sound surprising, but the fact is that he continues to head this important PSU under Ministry of Heavy Industries despite his term coming to an end two years back in May 2014. In the process he managed quite a few officials at different departments and offices and also dodged many including the PMO to continue as CMD.
Top officials in the PMO and the
Ministry of Heavy Industries and Public Enterprises are tight – lipped over it. However two letters on the home page of the EPIL website says CMD has been approved extension by the Appointments Committee of the Cabinet( ACC). The process of credibility check of the letter by the Smart Governance reporters is, however still on. This ACC approval, also raises some serious questions which will be discussed later.
The letter is supposed to be issued in May 2016 and it says: the
SPS BAKSHI, CMD, EPIL
Appointments Committee of the Cabinet( ACC) has approved the proposal of Department of Heavy Industry for extension in tenure of Shri S. P. S. Bakshi as CMD, EPIL for a further tenure beyond 04.02.2014( i. e. date of expiry of his 5 year tenure) till 30.09.2018( the date of superannuation) or until further orders, whichever is earlier.
Then the question arises how Mr Bakshi continued to discharge his duties and by whose orders and directions even after expiry of his
