Budget and Financials
The Airports Authority ensures that adequate resources are available to operate and maintain the Airports and Dulles Toll Road efficiently and safely . An annual budget is developed in collaboration with all offices of the Airports Authority , consultants , and financial advisors to allocate funds to meet the Airports Authority ’ s objectives . The budget considers the impacts on stakeholders , local partners and the environment and provides a safe , reliable , and enjoyable experience for the traveling public . The annual budget is reviewed and approved by the board of directors and undergoes monthly reviews to ensure compliance with the provisions of annual operating budgets .
Due to economic and industry challenges , the 2022 budget considered ongoing challenges to the aviation industry and subsequent recovery from the COVID-19 pandemic , balanced with the Airports Authority ’ s strategic priorities to maintain existing facilities and provide
excellent customer service and strategically deploy grant funding . The Airports Authority has been able to provide reasonable and stable rates and charges for its airline partners while continuing to fulfill its mission to provide a world-class passenger experience .
Strategic priorities in 2022 included near-completion of Project Journey and the continued transformation of National Hall at Reagan National Airport , the implementation of future infrastructure development plans at Dulles International Airport , planning for the conversion to all-electronic tolling on the Dulles Toll Road and the transfer of Phase 2 of the Dulles Corridor Metrorail Project to the Washington Metropolitan Area Transit Authority , the owner and operator of the new line . The Airports Authority also advanced sustainability initiatives and expanded its diversity outreach , inclusion and social impact efforts and engagement while managing inflationary pressures and maintaining financial flexibility and competitive cost per enplanement .
