Individuals and Households Program
The Individuals and Households Program( IHP) provides financial assistance and / or direct services to disaster survivors to assist with necessary expenses and serious needs resulting from a Presidentially-declared disaster. The IHP program has two provisions of assistance: Housing Assistance and Other Needs Assistance. Housing Assistance When eligible applicants have been displaced from their primary residence due to a Presidentially-declared disaster, they may be eligible for temporary housing assistance. The most common form of temporary housing assistance is financial assistance. Applicants may use the financial assistance to secure temporary housing such as a house, apartment, hotel, motel, a manufactured home, recreational vehicle, or other readily-fabricated dwelling available to be rented by the public. The amount of financial assistance that an applicant can receive is capped, and it includes temporary housing assistance, financial assistance to repair or replace their primary residence, and other needs assistance. Initial assistance may be provided for up to three months for homeowners and at least one month for renters. Assistance may be extended if requested after the initial period based on a review of individual applicant requirements.
Assistance under the Housing Assistance program includes:
• Temporary Housing: Financial assistance to rent a different place to live or a temporary housing unit( when rental properties are not available).
• Transitional Shelter Assistance: FEMA provides eligible applicants access to a list of approved hotels in their area and applicants may choose to stay at any approved hotel or facility.
• Housing Repair Assistance: Financial assistance for homeowners to repair damage from the disaster that is not covered by insurance. The goal is to repair the home to a safe and sanitary living or functioning condition.
• Home Replacement Assistance: Financial assistance to replace a disaster-damaged home, under rare conditions, if this can be done with limited funds. FEMA may provide up to the IHP maximum for home replacement.
• Semi-Permanent or Permanent Housing Construction Assistance: Direct assistance or money for the construction of a home. This type of assistance occurs only in very unusual situations, in locations specified by FEMA, where no other type of housing assistance is possible.
