Repeating Courses – Classes that are successfully completed MAY NOT be certified again for VA purposes if they are repeated . However , if a student fails a class , or if a program requires a higher grade than the one achieved in a particular class for successful completion , that class may be repeated and certified to VA again . Course Substitutions – Course substitutions are allowed ONLY when the departmental chairperson completes a course substitution form prior to the veteran or dependent taking the course . Course Participation – The VA requires that the veteran or dependent fully attend each course and take the final exam . If the veteran or dependent is withdrawn from a course after the add / drop period , a debt with the VA and the college can be established . Debt amount is determined based on the reported last day of participation .
Withdrawal or Drop Impact

Post 9 / 11 Chapter 33 – EFSC may need to repay the tuition and fees received from the VA for courses dropped after the 100 % refund period or if the student withdraws from their courses . The student would then be responsible for paying the school the tuition and fees for the course ( s ) dropped or withdrawn from .
Mitigating circumstances are situations or events beyond your control that cause you to be withdrawn from or drop a class . The 6-credit hour exclusion is a 1-time exception that lets you drop up to 6 credit hours and still keep the benefits you received up to the day you stopped attending classes . You don ’ t have to show mitigating circumstances to keep those benefits .
You can use the 6-credit hour exclusion only once , even if you drop fewer than 6 credits . So , you can ’ t use it to drop 3 credits , then use it a second time to drop 3 more credits .
