The construction, operation and maintenance of Infrastructure projects have substantially increased in
complexity over the years. There is a potential in certain circumstances for significant optimism bias and
under-estimation of capital, operation, maintenance and life cycle costs. Global spending on
Infrastructure is currently projected at USD$1.7trillion by 2020. In the APAC region alone, an estimated
spend of USD$22.17b is expected over the next four years on rail, motorway and airport projects,
especially in fast growing economies such as the Philippines.
Essential to minimising this risk is the engagement of a cost advisor who has extensive experience and
the ability to understand and interpret the requirements of the project, irrespective of the level of
documentation. It is often what is not indicated on the project documents that results in major cost
overruns. Key risks must be understood and adequately estimated and often the best way this is
achieved is by way of reference to precedent projects, both locally and internationally.
Further, the cost estimator must have a complete knowledge of the latest technology and systems (such
as signalling, platform screen doors and rolling stock on rail projects) that are integral to the success of a
modern rail system. This relies upon extensive exposure to infrastructure project solutions and costs.
Our experience and knowledge of working on infrastructure projects has provided MBM with a valuable
knowledge base of current market trade prices and an understanding and appreciation of the type of
work involved, and we have developed databases for costing transport projects.
Our Infrastructure team are a key provider of cost and risk mitigation through peer reviews and cost
management services on a range of infrastructure projects, most recently advising on a number of key
rail projects in New South Wales, Queensland and Victoria, including the Victorian High Capacity Metro
Trains, Melbourne Metro, Brisbane Cross River Rail, New InterCity Fleet and the NSW Parramatta Light
Rail Project, where we undertook a strategy review of the constructability and operability of these
projects.
