reintegration through a holistic design, operation and asset management approach.
Australia and New Zealand, like most other countries in the world, are experiencing significant prison
population growth. Correctional PPP’s in Australia and New Zealand have provided opportunities for the
public sector to partner with the private sector and reassess classical operational models, rethink prison
design and experiment with innovative spatial concepts. As a leading technical advisor and cost planner,
MBM has worked closely with private sector organisations and State and Regional Governments to better
align efficient construction and operation of physical correctional facilities, plant, and buildings with the
concept of humane treatment and contemporary priorities of inmate rehabilitation and successful
reintegration.
To date, PPP’s in Australia and New Zealand have followed one of two models. One model sees private
companies contracted to build and run prisons in their entirety, whilst an alternative model has seen
private companies contracted to finance and build prisons and provide certain functions within it such as
health clinics and asset maintenance. MBM has developed an innovative and flexible approach to cost
planning and technical specification development which focusses on asset availability to supplement
performance of the core services such as inmate programs, and quality, to ensure basic inmate needs
are maintained over the operational term.
Our most recent engagements in this sector include various roles on the New Grafton Correctional Centre
PPP, the Ravenhall Prison PPP, the Eastern Goldfields Regional Prison Redevelopment PPP and the
Darwin Correctional Precinct PPP. In addition, MBM has completed engagements on standard prison
design and rapid build prison projects in both New Zealand and Australia.
At a smaller scale, we have provided these services to existing facilities which are undertaking a market
test or re-tendering for services. Our recent engagements include preparing technical specifications,
asset condition survey, asset plan and procurement support for the John Morony Correctional Centre
Contestability RFP and preparing technical specifications and lifecycle costing for the ACT Secure Mental
Health Unit.
